A new bill has been proposed to prohibit "self-revolution" AI.Jinse Finance reported that on September 29, the California Democrats Congressman Rowe Carnad was about to submit to Congress a comprehensive artificial intelligence regulation bill in the hope of establishing the most stringent federal regulatory framework for front-line AI technology to date. The proposal not only requires strict liability, but also plans to prohibit the use of artificial intelligence systems with “retrogressive self-improvement” capabilities until the federal Government has established a complete security system. The bill is called the Human Control Over AI Act. The bill was introduced in the context of a continuing rise in concerns among the United States scientific and policy communities about the potential risks of advanced artificial intelligence. In recent years, a number of AI executives have publicly warned that some artificial intelligence systems may exceed human control in the future, and Congress has yet to develop a comprehensive regulatory programme.
